I have a eval copy of LTM VE and want to convert this to a licensed system.
Can I apply a purchased license to a evaluation LTM VE vm system. If so how do I accomplish that task. ...

As long as you're not using a VE trial you should be able to just reactivate the license with the new base reg key in the GUI under System | License.
