LTM v11.3.0 : syncing : "error" messages
When I sync from active to standby, there seem to be two steps in the process, or the sync status gets refreshed twice. I get two different messages: the first is something like: "Not all deviced are sync'ed" and there is a red light under "Sync Status"; and the second I get after a second or two after that is:
Sync Summary
Status In Sync
Summary All devices in the device group are in sync
and this time I get a green light under "Sync Status".
Now which message should I believe is right, and why?

First thing i would suggest you to do is check all the load balancer config in the group. make any minor changes on your load balancer and check that config is replicated on the other unit or not.
As of my knowledge the end message is the one that should be considered but you can not ignore the first message.
Check what happens when you test it.

The same thing happens on my 11.3 devices. The green light for Sync Status that remains means you had a successful sync. My best guess on why this happens is once the configsync process starts, until the standby devices has completely loaded the new config you will get the red 'Not all devices are synced' since the config has not finished loading.
this has annoyed me ever since v11 was released and also scares my customers from time to time. it would be nice if F5 just surpressed that little moment where it indicates devices are not in sync until the proces has really finished.
i trust the the last status, it has proven to be right everytime.
