LTM Returns "Refused" DNS Response

I looked and realized I don't have any forwarders configured, so I'm not sure if this SOL applies or not. But it leads me to believe there is some type of conflict between the named config on the LTM, and the fact that it is forwarding DNS traffic through a wildcard virtual server. To eliminate this conflict, we have decided to move the DNS server out of the internal VLAN. It's a lot of work, but architecturally is the right thing to do in our environment.
