When multiple users are accessing some particular url/URI, but some users are able to access that URl/URI, some are not. In this case, please let me know what might be the issues?

If 50% users are access the website and 50% are not accessing then you need to verify from which location users are not able to access website. It may be network issues on their end or firwall ruels are not allowed for non working user subnbets towards virtual server IP.
