LTM is inoperative - interfaces not showing in GUI - VM (Lab License)

LTM showing inoperative. I have installed VM with Lab license, but the status is inoperative. I can access the GUI and look good but non of the interfaces showing in LTM.

 

Please suggest.

    What does the System => License screen show?

     

    Also what version of BIG-IP Dev do you have and what download did you grab?
