LTM irule order

Hi   Why every time I add new irule , f5 place it above the pool and the older irules bellow the pool ? is it an accepted behavior ? Running version 12.0.0

Are vs elements sorted alphabetically?

 

This view is not the order irule are executed. Irule order in vs assignment is the one applied!
