Local Loopback enabling

Dear finds: can you please guide me how to enable the LOCAL LOOPBACK in LTM V12 VE, I have problem in oracle dashboard showing components down but the functions is working fine. I got one suggestion from oracle support team asking to enable the local loopback. please your kind advice. Thanks,
