I have recently uploaded a license to a new install of Line rate.
My show run command show the license is in place, but the show licensing brief says:

Let us take it from the beginning. Please do the following in the CLI to clear licensing:
no licensing
no phone-home
In order to manually activate, do the following in the CLI (in config mode):
licensing
regkey
Then follow step 9 (To manually install the license) at this link: http://docs.lineratesystems.com/087Release_2.6.1/100Getting_Started_Guide/130Configuring_Licensing
