Limit sessions based on persistence

Is there a way to limit the session sent to a server based on how many persistence entries there are currently? Say I want no more than 60 sessions per terminal server active and disconnected). Can I write an irule that causes the F5 to select a different server if there are already 60 persistence table entries for that server?
