Issue file_get_contents() php same domain

I have server php....

 

my domian https://www.mydoamin.com

 

i use $myHTML = file_get_contents('https://www.mydoamin.com/mypage.php');

 

echo $myHTML; //result timeout

 

there is something blocking, and resulting in F5 (3 server)
