Is there a way to force standby across reboot?
One can force a device offline across reboot after an upgrade. Is there a way to force a device to be in the standby state across a reboot after an upgrade? This is to prevent the situation in which both devices are active after the standby device gets upgraded and rebooted.
To bring an offline device back on line takes time due to OSPF, and it is hard get the right moment to offline/standby the old active device when the new active one comes up. The intention is to avoid any service outage if possible.

i understand starting from 11.5.0, standby unit will stay standby after upgrading.
prior to 11.5.0, we have to upgrade the device with highest mgmt ip first.

Just force the device your upgrading offline before you create the new boot volume, then after the reboot to the new volume it will come up as forced offline so you can verify its ok before you place it backonline as standby

Since 11.3 (mostly from HF6) HA has been pretty stable and network failover works across version. If standby box is upgraded to 11.5 it will stay on standby after reboot. In case if you don't want to take any changes I would say disable all interfaces except the one you are using for HA. Upgrade it and once devices is on standby after reboot enable all interfaces.
