Is there a way to force standby across reboot?

One can force a device offline across reboot after an upgrade. Is there a way to force a device to be in the standby state across a reboot after an upgrade? This is to prevent the situation in which...

Since 11.3 (mostly from HF6) HA has been pretty stable and network failover works across version. If standby box is upgraded to 11.5 it will stay on standby after reboot. In case if you don't want to take any changes I would say disable all interfaces except the one you are using for HA. Upgrade it and once devices is on standby after reboot enable all interfaces.
