is Rest Services Enabled on BIGIP V12.1 on Lab License by default? if not please help me with enabling that

Check ircd status: https://devcentral.f5.com/articles/introducing-a-restful-interface-for-icontrol

I would assume it is enabled in 12.1 with lab license but not 100% sure.
