Is event SIP_CLIENT_MSG implemented ?

Is event SIP_CLIENT_MSG implemented in 9.4.2 HF2 and 9.4.4 HF1? Can someone please update the wiki. This event is mentioned under "All Events" group for months and just states "In progress.." with 9.4.2 version reference.

 

I need to do something as shown in below pseudo irule. SIP_REQUEST event is not sufficient for me since there are cases when external client will send SIP response to server through bigIP. What is my alternative here?
