Can someone please confirm that I’ll need to do ssl offloading in order to read the user agent header of an https request?

EmployeeNot technically yes. You do need a client SSL profile applied to the VIP to see any layer 7 (HTTP) traffic, but you can also, in v11, do ProxySSL - a man-in-the-middle SSL function that allows you to be party to the client-server SSL encryption.
