Will I be able to see the value of the URL using HTTP_REQUEST if I'm not doing an SSL offload on the F5?

No you won't unless you terminate on the F5 or use the SSL Passthrough feature.

The backstory is we've convinced a business unit to utilize an iRule to help cut back on IP addresses but with the amount of websites they have they don't want to go through the process of terminating on the F5 or deal with having to uploading certificates to it.
