Might be case sensitivity...

In any case, best practice is to eliminate wherever it might be a factor, like this:
 
 if {[matchclass [string tolower [HTTP::host]] contains ::bypass_url_datagroup] \\ 
   && [string tolower [HTTP::uri]] contains "/sales"} {
