Irule Editor Won't Install

I just go a new laptop with Windows XP Professional Service Pack 2 and I am getting the same dialogue box that pops up when I try to install Irule Editor, whether I save it to my desktop, use the zipped archive, or run the installation straight off the F5 server.

 

 

The dialogue box says Cannot Start Application. Application installation did not succeed. Cannot locate application files on the server. Contact the application vendor or administrator for assistance.
