Installing hotfix on VE - no inactive boot locations

I need to install some hotfixes to our version 11.2 VE LTMs and GTMs.

However when I go to the software management screen, there is no inactive boot location - only the primary one.

How do I install the BIGIP software on a new boot location for virtual edition?
