Since you are running on 64 bit windows, you need to use the .Net frameworks 64 bit installutil.exe. The script I posted to the codeshare should register it in both the 32 and 64 bit versions. Here's the manual command line that you can use to register it in 64bit.
c:\windows\Microsoft.Net\Framework64\v2.0.50727\installutil.exe iControlSnapin.dll /LogFile=
Run that script and you should see any errors that come up.
