Is there any risk running v11 iControl against platform running v10, or do you need to keep the major iControl version in sync with the platform version?

Many API calls are version-specific. In general, backward compatibility is preserved. You will have to refer to the API documentation to determine what version the specific iControl calls you are using was introduced and whether or not they are deprecated. As mhite said, it's safe as long as you are using v10 methods which can be determined via the API documentation in the wiki. We actually recommend you update to the latest libraries for each release as they will still work against your existing systems and allow you to do future development with the new features in newer versions of BIG-IP.
