How to limite the bandwith of every client ip or every session?

Hi,all:   Please help me !   In my project,I used a BIGIP LC to load balance two links of ISP.and now ,the Network administrator of customer want to limite every client's traffic to access...

Because there are a lot of the clients,the count of client ip are so many,and how to use the standard packet filter ? and I can not creat a lot of packet filter rules for every souce ip!

 

please help me !
