I believe the answer to this question is going to be more of a hypothetical. Partitions are simply containers to hold objects. We use them to sort the services of various customers/business units, for instance.

According to SOL7230, there is a maximum depending on your version:

"BIG-IP 11.x does not have a fixed maximum number of administrative partitions. The maximum number of partitions is a function of available memory resources.

BIG-IP 9.4.x and 10.x allow a maximum number of 1000 administrative partitions."

So in my opinion, you would be more likely to either, load the device to optimal traffic rates or run out of memory/cpu capacity before running out of usable partitions.

I believe you could run into an issue of not being able to load the configuration files of all those partitions fast enough and consequently causing service outage, if you have a huge number of partitions. I got that from reading some of the F5 solution articles.
