The Virtual Address is what responds to ICMP echo requests (not the virtual).
The Virtual Address will only stop responding to ICMP echo requests when all Virtual Servers on that address are marked down, and ICMP Echo is set to Selective.

Hello PSPK,
No i do not think virtual server that is down would respond to tcp health check. All it would respond is for icmp(ping) if the virtual address settings have icmp and arp is enabled on it.
Hope this helps!
