HA Group not handing over- score always 0

I have a similar problem as this one. My score of HA group is always 0

but the answer is removed from this.. HELP!!

 

Also, in my setup of 2 load balancers, the LB with lower management address is handing over to the other LB in case of failure of HA Group. but the other LB with higher management address is not handing over in case of HA group failure. What do I do to make the device (with higher management address) hand over. Thank you for your help.
