GUI management / Link Configuration error

Not sure if this is the right forum, I am running 4.5 and having an issue with the GUI management. Every time I try to access anything under the Link Configuration I received the following error:

 

 

A problem has occurred in the configuration utility.

 

An attempt to re-load the requested page will be made every 5 seconds while the system automatically recovers from this error.

 

 

I try to reboot the device and even reload an backup copy of the configuration.

 

 

Has anybody seen this before ?
