GTM topology based load balancing question?

Hello, I am using topology based load balancing mode to lb traffic between 2 diff data centers (say NYDC and LADC). Under wideip I create 2 pools (nyc_pool and la_pool). Anyone who uses LA dns will be directed to la_pool and vice verse. My question is lets say if la_pool goes down and any one using LA dns to resolve this wideip will be redirected to nyc_pool? Thank you.
