If you wish to send the A record "172.16.5.1" when a request arrives from a client in the netblock "10.10.10.0/24":

when DNS_REQUEST {
    if { [IP::addr [IP::client_addr] equals "10.10.10.0/24"] } {
        host 172.16.5.1
    }
}

Oddly, the 

host
(and 
cname
) commands don't appear to be documented on DevCentral.
