GTM DNS flapping issue

Hi all, I was looking for some advice. I have a primary and secondary site for DR. I have configured the pool to have both the primary and secondary DNS configured. I also have 2 A records to same URL so that if primary fails secondary takes over. For some reason when i test externally I keep flapping between the pri/sec IP's. Is this a issue with my setup in GTM?

    What is the preferred/alternate/fallback LB method within the GTM pool that is assigned to your wideIP? Are both the primary/secondary pool members passing health checks?

      Currently set for Preferred=Round Robin/ Alt=Round Robin/Return to DNS

      Change your preferred to "global availability". Round-robin will rotate between all pool members that are passing health checks. Global availability will return the pool member with the highest (closest to 0) order that is passing health checks. If no pool members are available for GA, then the LB method will try using the alternate method, and finally will fall to the fallback method.
