GTM Datacenter Monitor

I've been going around and around trying to figure out how to setup the proper monitor to mark my data center down when both ISP links are inaccessible at this site. Tried creating Links under GSLB/Links and assign this to the Data Center. From what I've read this has to do with link load balancing. Not what I'm trying to do. Then I went and created ICMP monitors with the next hop ISP IP address as the target and assigned the two monitors (one for each ISP) to my data center. This seems to be what I need but we had a BGP issue yesterday and it never marked the data center down. I'm pretty sure because BGP was flapping and it didn't stay down long enough to mark the DC offline. Also, the data center object also has the bigip monitor assigned along with the two ISP monitors with At Least 2 selected.

So am I using the correct monitors here? TIA
