"Good , Better , Best" licencing

Hi I'm confused about " Good , Better and Best " Licensing. Is it mandatory or can we but each module separately ? For example if I want to use only ASM , Do I have to buy the Best licencing model or just have to buy ASM module bundle with Bigiron for example 5000S ?
