Forcing Active Unit to standby form CLI

If you are using V11.x

tmsh run /sys failover standby

(tmos) run sys failover standby

Be aware: If a manual change of the active state is required, F5 recommends that you disable the HA group feature, or that you take the active system offline temporarily.

run sys failover offline

The real issue I have is when trying to log in to the Active Unit's Web Interface the web page says "re-directing" then it get stuck on "Configuration Utility Restarting" so I figured if I force the active unit to standby, the standby unit will take over and I can reboot the unit with the Configuration Utility Restarting issue

of course, you can restart "problem" unit.
