File format for importing an APM local user database?

Although I've been able to export a local user database, I've been unable to re-import it. Does anything need to be done to the file before it'll be accepted? I'm running v13.1.3 software.

  Yes, I tried importing a csv file using those instructions and get the error below:
  
  CliHandler: Local User Database: CliHandler: Command failed with error: Error importing file /var/tmp/Test_import_for_local_db2.csv_2e866281-c6c5-4283-9ec4-87ee8a874a26.upload (FPE_ERR_VERSION_NOT_SUPPORTED)

    May be something specific to 13.1.3. Raising a support case would be the ideal one.
