have you checked /var/log/ltm? what was there?

NimbostratusThank you nitass for the reply. Turns out i had different external vlans on the HA pair (since we are not using floating-IPs externally and the links are all /30s). As soon as i re-created those external vlans (now with same name on both units) config-sync started working.
