So we have 4 vCPUs, which would mean 2.5mbps per cpu/tmm. however, we were seeing caps at around 220kbps.

Are you seeing log entries for hitting you licensed bandwidth? Where are you seeing a 220kbps cap? measured off box or via the dashboard?
