F5 UCS migration failing with bad license

I am trying to migrating my F5 BIGIP device to another device. When I try to migrate the UCS file, it fails and says the Licensing with registration key has failed. I have already put the license key...

Hmm looks like there is something in the config (/config/bigip_base.conf) restricting which IP's can administer the device via the web interface (i.e: httpd allow).
