Hello,
Can you use route domains and partitions normally as you would do with a physical version of BIG-IP?
Is there any limitations or restrictions?

Nope, can’t think of any limitations or restrictions concerning route domains and partitions compared to a physical BIG-IP.

Yes should work fine, I used them in VE's all the time in test enviornments. No restrictions that I know of specific to the F5 VE's.
