have you checked the SOL that is linked in the iHealth: http://support.f5.com/kb/en-us/solutions/public/15000/000/sol15010.html
that clearly points to a known issue and next to a restart to fix it quickly an upgrade wouldn't hurt.
as for upgrade advise, just do a search on dev central, asked many times before.

Dear All,
Platform Name BIG-IP 1600 BIOS Revision F5 Platform: C102 OBJ-0332-01 BIOS (build: 150) Date: 02/16/12 Base MAC 00:23:e9:32:cf:00 Sys::Version Main Package Product BIG-IP Version 11.4.1 Build 625.0 Edition Hotfix HF1 Date Wed Oct 23 20:28:39 PDT 2013based on open TAC and F5 principal, they said
"In the iHealth Diagnostics section you'll find that the memory issues you are experiencing are related to the following two SOL articles:
SOL15036 TMM may experience false port exhaustion and produce a core file https://support.f5.com/kb/en-us/solutions/public/15000/000/sol15036.html
SOL15010: TMM may stop responding due to a memory leak caused by the source address translation subsystem https://support.f5.com/kb/en-us/solutions/public/15000/000/sol15010.html
The good news is that both of them have been fixed in newer builds and you simply need to apply the patch."
what my question is. 1. do you all have the MOP how to upgrade/apply the patch in F5, step by step guide and MOP Template, my box is HA Cluster 2. what is the impact if we not upgrade/apply the patch?- ill just repeat my previous comment, search dev central, many people have asked about upgrade notes, all the information is there you just have to combine it. if you dont upgrade / apply you are stuck with the bug that was causing you issues in the first place. high memory can get higher and higher until the box crashes. at some point support on that version will also stop. so upgrading once in a while is a wise thing to do. if you don't feel comfortable the first time you can also look into approaching your f5 partner for help.
