Is httpd listening on that IP?
netstat -na | grep '\.443 .*LISTEN'If not, make sure /config/bigconfig/httpd.conf has appropriate Listen and VirtualHost directives for the IP in question.
Please to open a support case if you have questions about this. See SOL2479, but you would be doing the opposite of what it describes.
