DHCP Unicast forwarding

Looking at the possibilities of using a VS as my ip helper-address destination within my network and having the F5 forward the DHCP request as unicasts to all pool members. Reasoning is for security tools doing DHCP identification and having backup DHCP servers instead of site specific local servers. From testing it appears that the VS DHCP only forwards to DHCP servers local to the F5 and wont unicast traffic out.
