About the four fiber cables, the most logical solution would be the use of link aggregation; create a trunk with for links and select L3 hashing to balance the traffic via the links in the trunk.

Next, you'll need one Forwarding (IP) virtual server on each F5. Make sure to disable 'Reset on Timeout' and enable 'Loose initiation' in the FastL4 profile to let F5 act as a common router would do.
