Currently our setup is bound to a single ISP , our production application domain urls instance are bound to that single ISP. So we are heavily depend on single ISP. Hence we are planning for redundanc...

No you don't have to activate the license on LTM-1600 for it to act as GTM.... Technical details wise I prefer you to take GTM as a separate HW Appliance which will place just after your ISP1 & ISP2 routers so the connection will be like this...
ISP1 Router
--------- GTM ----- Firewall ---------Core Switch---Servers
ISP2 Router
Also on the core you will have LTM connected....
