Customize FirePass logon screen for mobile clients

For mobile clients, the logon screen only displays the Username/Password fields. Customization using webdav on right.inc and links.inc are not displayed on many mobile devices. Is there a way to force those to be displayed on all mobile browsers or customize the mobile logon screen? We have some legal text we need on the logon screen.
