Creating user accounts
Could someone please advise why when trying to create a user account I don't see the password window. I've logged in as administrator. LTM 3900 v11.2.1.

you mean user at system > users > user list? can you try tmsh command?
e.g.
root@(B1600-R70-S28)(cfg-sync Standalone)(Active)(/Common)(tmos) create auth user test role admin shell bash prompt-for-password changing password for test new password: confirm password: - branalie_11555

I should've mentioned via the UI. I click on System/Users/Create New user, I get all the settings and options but nothing where i can enter the password. - Kevin_Stewart

Can I assume that you have remote authentication configured? If so, then that is by design. If you need to customize the authorization properties of a given remote user then you would simulate the creation of that account, locally, using the same name.

I need to create user read only but for many big IP, not a script that can do that?
