Could someone please advise why when trying to create a user account I don't see the password window. I've logged in as administrator. LTM 3900 v11.2.1.

Employeeyou mean user at system > users > user list? can you try tmsh command?
e.g.
root@(B1600-R70-S28)(cfg-sync Standalone)(Active)(/Common)(tmos) create auth user test role admin shell bash prompt-for-password
changing password for test
new password:
confirm password:
