ConfigSync Using POwershell iControlSnappin

Am a rookie with f5 and icontrolSnappin

 

Is there a way we can do CONFIGSYNC to a secondary device which is in passive state? Also after reading through other FAQ's I learned that doing a CONFIGSYNC or CONFIGSYNC_ALL usually times out. Is there a way I can reduce scope to what covers just sync of pools and its members? does the CONFIGSYNC_BASIC cover all the pools?
