i think the last HTTP::uri should not have brackets around. 

when HTTP_REQUEST {
   HTTP::header replace Host "vendor.example.com"
   if { [string tolower [HTTP::uri]] equals "/fruits" } {
      HTTP::uri "/foo/bar/pear.svc"
   }
}
