can't not access configuration utility

Hi all!     When I access F5 with IE browser. I see screen display "Configuration Utility restarting" and I can't configure F5. Please help me!

Can you access the LTM using SSH or from the console? If so, try running 'bigstart restart httpd' or 'bigstart restart tomcat4'. You can check the GUI logs under /var/log/httpd/ for additional debug.
