Can't access F5 VE GUI admin console

Update: Also, the manual chapter mentioned at above link says: *After you complete these tasks, you can log in to the BIG-IP VE system and run the Setup utility. Using the Setup utility, you can perform basic network configuration tasks, such as assigning VLANs to interfaces.*.. I couldn't find a way to run the setup utility. I can't get to the GUI admin console therefore, I am not sure if it needs to run from there. Is there a way to run the setup utility from F5 Command prompt (black console) ? Thanks !
