Can LC be shared by other DC servers as smart DNS server?

We are using LC DNS service for local DC A, in remote DC B, there is one web APP with 2 different carrier IPs. DC A also has 2 carrier internet circuits. could I register this Web DNS record on DC A LC device ? And make LC return record intelligently and monitor 2 IPs status as well.

    If I configure 2 wideIP and 2 virtual servers, is it enough? Do anyone has testing machine to test it or have experience of using F5 as public smart DNS server?
